A 24-year-old Ipswich man has been hit with what is thought to be the highest bill in the town’s history for causing a noise nuisance to his neighbours.
Jordan Frank Jack Goodrum, of Weaver Close, was found guilty in his absence of four breaches of a Noise Abatement Nuisance by magistrates on Tuesday.
He had annoyed neighbours by playing music by a number of artists including Kanye West and Dizzee Rascal very loudly – and had also played loud drum music and turned a television to a very loud volume.
He was fined £500 on each charge and ordered to pay £300 costs and a £50 victims’ surcharge bringing the total he has to pay the court up to £2,350.
The court also made a forfeiture order in respect of the music equipment seized at his property.
Officials at the borough council said afterwards that this was is the highest fine for a noise nuisance breach ever made in Ipswich.
The court had heard that an environmental health officer went to Weaver Close on April 19 this year after complaints were received by the borough council. A Noise Abatement Notice was served on Goodrum the next day.
Neighbours again complained and the officer witnessed a breach of the notice on June 1 with loud television and drum music.
Another breach was witnessed on June 5 – the television and music by Sean Paul, Kanye West, Faith Evans and P Diddy.
A third breach was witnessed on June 8 – when there were problems with loud bass music causing vibrations with tracks by Ice Cube, Pharell Williams, Missy Elliott and assorted television adverts
On June 9 a warrant was obtained. On the same day, a fourth breach was witnessed with noisy rap music by Dizzee Rascal.
Four days later, on June 13, Ipswich Borough Council executed the warrant and seized the equipment.
A spokesman for the borough said: “The council will not tolerate noisy behaviour that causes a misery to neighbours. We are pleased the courts also take it so seriously and sentences like this act as a deterrent.
“This is the highest fine for this type of offence anyone in our legal team can remember.”
He added the council’s environmental health team will be on duty across the Christmas and New Year period to support anyone suffering noise problems.
