Police teams swooped on addresses in the town in early morning raids carried out as part of Operation Academy.
The 13 people were being held on suspicion of drug dealing. They are being questioned at Ipswich police station.
Operation Academy is a Suffolk police operation aimed at cracking down on drug dealers infiltrating Ipswich.
