Three shops in Ipswich and Felixstowe have been caught selling vaping fluid to underage customers after a Suffolk Trading Standards investigation.
Volunteers visited six shops in the towns last month after receiving information from the police.
However, three shops were caught selling the vapes to children.
The legal age to buy vapes or e-cigarettes in the UK is 18 years old.
Suffolk Trading Standards said the shops will given advice on who is able to buy vaping products.
They will also be visited in the future and investigations are continuing, Suffolk Trading Standards added.
It did not say which shops sold the vapes to the volunteers.
