The cause of the problem is not yet known but engineers are working to restore the system.
In Norfolk, Suffolk and Cambridgeshire, where calls go through a call centre in Norwich, sporadic difficulties have been reported.
Anyone requiring emergency care and having difficulties in contacting 999 is urged to contact their GP surgery emergency number or call NHS Direct on 0845 46 47.
