The 33-year-old man was released from Ipswich Hospital on Tuesday after being admitted with a medical condition unrelated to Friday's incident.
He has been arrested on suspicion of causing death by dangerous driving, failing to stop after an accident and driving under the influence of drink or drugs.
The charges relate to an incident in which a vehicle hit the two 15-year-old boys in Fore Hamlet, Ipswich at around 12.40pm on Friday.
A blue Volvo car eventually came to a halt in Key Street, Ipswich, where the driver was arrested.
