A PAIR of Suffolk dog owners who kept two dogs caged in a pen with little food, no bedding and left to lie on a floor covered in excrement for eight years have been fined in court.

An RSPCA inspector described the plight of German Shepherds, Scampi and Chips, as the worst case of neglect he had seen in his 13 years experience.
