A 26-year-old man, driving a van, died after the accident with a lorry in Soham Road, Ely, at just after 5.35am.
Police, paramedics and fire crews were sent to the collision, which closed the Soham Road between the A142 at Soham and Angel Drove in Ely.
Drivers are being urged to avoid the area and to find alternative routes.
A police spokesman said the man arrested had been taken to Parkside Police Station in Cambridge.
Diversions have been set up using the A10 and the A1123.
