Councillors rejected the design of the proposed single-storey building and asked architects to come up with something new.
Planners had recommended the scheme for approval as it would have meant regeneration for what is effectively derelict land.

But the problem of design they also highlighted became a major stumbling block after Ipswich Borough Council's planning committee decided it was unsuitable.
The scheme was approved in principle by councillors, but not with its current design.

Now architects will have to come up with an alternative to the red brick, sheeting clad proposal.
If the new design is accepted, land behind The Smock pub in Conway Close will be taken over by the Garden House Nursery School.
The school already has two Ipswich premises in Friars Street and St Nicholas Street.
Up to 50 babies and young children could be accommodated in Conway Close, if it becomes their third Ipswich base.
The planned nursery would be manned by 12 full-time staff, be open from 7am to 6.30pm and have parking space for 18 cars.
