The accident happened on the westbound carriageway of the A14 at Godmanchester, Cambridgeshire between junctions 24 and 25 at 8.24am.
Motorists are being advised to steer clear of the area because of traffic and a large amount of oil which has spilled on the road.
A spokeswoman for Cambridgeshire police said both drivers sustained slight injuries in the accident.
One of the lorries was carrying a mobile home.
