An 18-year-old female was approached by a male who tried to offer her cash while she was walking along Crescent Road, Ipswich, between 4.30pm and 4.50pm on Monday.
When she refused he put his arm around her, pushed her against a fence and kissed her on her face.
She pushed the man - described as white but dark skinned, aged in his 50s, about 5ft3in tall, of medium build and wearing a black woolly hat, a dark coloured baggy puffa jacket and dark coloured trousers - away and escaped.
It is believed that he normally rides around the town centre on an old style bike, with no basket or panniers and with thin wheels or tyres.
Anyone with information should call PC Mathieu Parker at the Ipswich Neighbourhood Response Team on 01473 613500 or Crimestoppers on 0800 555111.
