Investigators are looking into the circumstances of the incident, which happened in Manning Road when it is understood a fuel tank fell from a rubbish truck.
Some 100 litres of fuel spilled across the road - leaving highways workers with a big clean-up operation.
Manning Road, just off the seafront, was closed for several hours and diversions set up for motorists while the fuel was cleared and the road was made safe.
Police officers were initially called to the scene about 1.15pm and co-ordinated the clean-up with county highways officials.
A representative from the Vehicle and Operator Services Agency (VOSA) - which enforces the road worthiness of vehicles - also attended the scene.
