The circumstances of the arrest are unclear and officers have not revealed whether they swooped at a property or while the man was walking or travelling in a vehicle.
Although police have not revealed the exact location of the arrest, it is believed it was in Ipswich's Gipping Ward.
Suffolk Constabulary's major investigation team, which is heading the inquiry, also double up as the force's cold case unit.
Officers stress that cases are never closed. They are periodically reviewed and any new leads rigorously followed up.
Last year police were known to be reviewing the January 1990 attack, the investigation for which was codenamed Operation Atrium.
