All trusts were given a rating for the quality of their services and how well they used their resources in the Healthcare Commission's Annual Healthcheck, which has replaced star ratings.
Ipswich Hospital and West Suffolk Hospital were ranked fair for the quality of services, but both were given a rating of poor for the way they use their resources.
The county's primary care trusts received the same scores.
