The duo trailed a 14-year-old girl in a white van, described as an old style minibus type van, and then shouted out to her.
Three times the men passed her as she walked along Cambridge Drive and called out on the third occasion.
Becoming scared, the teenager ran off to a nearby friend's house following the incident at 7.30pm on Wednesday
One pensioner, who declined to be named but said he lived nearby, told The Evening Star: "It's sad really. Sometimes you wonder whether you're safe anywhere nowadays. There's no respect."
Police have issued a warning to children to be extra vigilant and not to speak to strangers following the incident.
But they have also said that the two men may have a perfectably reasonable explanation why they were in the area. If that is the case the police would like to hear from the two men so that their actions can be discussed.
The driver is described as being in his 40s with short grey hair and the passenger was in his 20s and wore a white baseball cap.
