Police and fire crews were sent to Tower Works Road in Great Yarmouth after a member of the public reported finding the suspect device.
Following the call, at around 11.32am, a 100-metre exclusion zone was put in place and a specialist bomb squad was called in from Colchester and arrived at the scene by 3pm.
A spokeswoman for Norfolk police said that on examination the device was found to be an “inert shell” and units at the scene were stood down.
