Haynes struck as both sides surged forward in a bid to secure all three points in the closing minutes of a hotly contested match.
Jonatan Johansson had given the Canaries the lead after 33 minutes, but Jimmy Juan equalised with a deflected 28-yard free kick - his fifth goal of the season - just five minutes later.
The win continues Town's recent run of good form and sees them move above Norwich into 12th place in the Championship table.
