Ipswich had hoped to give a debut to Richardo Fuller, who signed on a month's loan from Southampton on Friday, but he was pulled out of the Blues squad last night due to red tape.
Government officials warned Ipswich Town that the Jamaican international was not eligible to play, despite his loan being approved by the Football League and the Football Association.
