A group of five Derby businessman, headed by former Rams chairman Peter Gadsby, are currently looking at the books at Pride Park to discover the extent of the club's debt before deciding whether to attempt to take over the club.
Derby's debts are believed to be in excess of £40million.
The consortium are reported to have earmarked Royle for the manager's job.
But they are unlikely to prise Royle, 57, away from Portman Road. He has a year left on his current contract and has said that Town will be his last job in management before retiring.
